I support Philip Rinn <rinni@inventati.org>'s request to become a Debian
Developer, uploading.

Starting on January 2021, I sponsored four releases of solo-python prepared by
Philip Rinn, until I granted him access to handle them by himself as DM. The
packages were always in good shape, and I had nothing to say. I considered
Philip had sufficient technical competence, and I think that is still the case.

The mail interactions we have had so fare have been friendly. Philip has the
necessary skills and the motivation to contribute more in Debian. I support
then his application.

I can also see Philip has done an important amount of Debian work. It includes
fixing an RC bug: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1009397

I have personally worked with Philip Rinn <rinni@inventati.org> (key
2BD8D4E397955F7746DB3B89AD6916967393982B) since January 2021. I believe Philip
Rinn can be trusted to be a full member of Debian, and have unsupervised,
unrestricted upload rights, right now.
