Hi

Please make Philip Rinn (currently a Debian Maintainer) a Debian Developer,
uploading (advocated by santiago).

Key 2BD8D4E397955F7746DB3B89AD6916967393982B should be moved from the
'Debian Maintainer' to the 'Debian Developer, uploading' keyring.

  Last name: Rinn
  Current status: Debian Maintainer
  Target keyring: Debian Developer, uploading

  Details: https://nm.debian.org/process/1034/

Philip Rinn has accepted the DMUP in a signed statement.

Details from rinni:

  For nm.debian.org, at 2022-05-14:
I would like to apply to change my status in Debian to Debian Developer,
  uploading.
I am Debian Maintainer for eight years now maintaining about ten packages
with upload rights for most of them. I did some work for reproducible
builds and in the Science and R teams. I would like to increase my
contribution for reproducible builds again and would like to start
contributing to the QA team - I feel the lack of being able to directly
upload packages makes the process tiresome for me and having upload
rights would increase my motivation to contribute.
