I have worked with Blair Noctis on Rust packaging for more than a year
and I consider them as having sufficient technical competence.

I support Blair Noctis <n@sail.ng>'s request to become a Debian Maintainer.

I have worked with Blair Noctis on numerous rust crates and general rust
packaging and ecosystem for past few months.  He has good expertise and
understanding in how rust packaging works and how it integrates into
the rest of debian packaging, and gave me a few lessons about packaging
situations which I weren't able to think myself even after 15+ years of
being a DD.  Rust ecosystem is new still, and involves various interesting
combinations of versions of packaged rust crates when one dependency is
updated, causing a chain effect on other crates, and it's sometimes not
obvious how to handle it in a way to avoid massive breakage.  He's one
of the few people who actively works with the rust ecosystem in debian
and knows how to do this, helping others in the process.

It would definitely help if he will have upload rights at least for the
(rust) packages he packaged for debian.  I think he has excellent technical
competence in this matter.

I haven't worked with Blair personally, but I did verify that the person
who applies for DM here #1135, the person who worked with me and with
others on IRC where we (virtually) met, and the person who does the rust
packaging work, all own this gpg key:
