I support William Desportes <williamdes@wdes.fr>'s request to become a
Debian Developer, uploading.
I have worked with William Desportes on phpmyadmin and PHP related
dependencies for about three years and I consider them as having
sufficient technical competence.

We managed to have friendly real time exchange in French when William
started working on pushing back phpmyadmin to Debian, he managed to
bring the packages back in Bullseye (and Buster backports). He is also
taking care of dependencies in the PHP PEAR (and Composer) realm. He
already managed to push fixes in a stable point release.

I have personally worked with William Desportes <williamdes@wdes.fr>
for about three years, and I know William Desportes can be trusted to be
a full member of Debian, and have unsupervised, unrestricted upload
rights, right now.
