I support Amin Bandali <bandali@gnu.org>'s request to become a Debian
Maintainer, with guest account.  I have worked with Amin Bandali on
jami/ring and opendht for a few months now and I consider them as
having sufficient technical competence.

We have been in regular touch on IRC where I have helped him try to
bring the packages into shape for Bookworm.

I have personally worked with Amin Bandali <bandali@gnu.org> (key
BE6273738E616D6D1B3A08E8A21A020248816103) for around three months
months, and I know Amin Bandali can be trusted to have upload rights
for their own packages, right now.
