I support Robin Gustafsson <robin@rgson.se>'s request to become a
Debian Developer, uploading. I have worked with Robin Gustafsson on
various PHP (PEAR and) Composer related packages for almost four years
and I consider him as having more than enough technical competence.

He managed to improve our tooling (e.g., pkg-php-tools now includes
phpabtpl(1) he wrote in order to make our lives a lot easier for
generating the needed templates to workaround Composer autoloader). He
also takes care of a bunch of PHP packages, including frameworks like
Laravel creating a lot of binary packages, and the related security
issues that need to be fixed via security updates.

I have personally worked with Robin Gustafsson <robin@rgson.se> for
almost four years, and I know Robin Gustafsson can be trusted to be a
full member of Debian, and have unsupervised, unrestricted upload
rights, right now.
