I support Andrew Ruthven <andrew@etc.gen.nz>'s request to become a Debian Developer, uploading.
I have worked with Andrew Ruthven at Catalyst IT Ltd for more than 15 years and I consider him
as having sufficient technical competence.

At Catalyst, where I am one of 5 Company Directors, we have come to rely on Andrew Ruthven <andrew@etc.gen.nz> (key C603FC4E600F1CECD1C8D97C4B53D931E4D3E863) for all kinds of technical expertise covering Linux systems administration, software development, and networking. The depth of his knowledge across the board is extremely impressive, and he matches that with a calm and measured approach to his work, and an ability to get on well with people when working with them. 

I can vouch for Andrew Ruthven to be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights as of right now. We couldn't want for a better addition to the team!

I have worked with Andrew Ruthven on mythtv-request for more than 15 years and I consider him
as having sufficient technical competence.

In addition to Debian work, we have also worked together at Catalyst IT and I have always
been impressed with Andrew's breadth and depth of knowledge when it comes to Linux, operations
and networking topics.

I have personally worked with Andrew Ruthven <andrew@etc.gen.nz>

I support Andrew Ruthven <andrew@etc.gen.nz>'s request to become a
Debian Developer, uploading, as of June 2023.

I have worked with Andrew Ruthven on request-tracker4 and request-tracker5
(and related packages) for several years. As I have stepped back my active
maintenance of these applications, Andrew has become the de facto lead
maintainer of these packages, and as a result I consider him as having
sufficient technical competence.

After having worked with him on these packages, including the occasional
video call, I am happy that he can be trusted to have full upload rights to
Debian now.

I have watched Andrew's work on the request-tracker4 and request-tracker5
packages for several years and occasionally worked with him on security
updates and the like. Andrew has been leading the maintenance of those
packages and has clearly demonstrated the required technical competence
and responsibility. I am quite certain that he can be trusted to have
full, unsupervised, unrestricted upload to the archive now.
