I support Filip Pytloun <filip@pytloun.cz>'s request to become Debian Maintainer.

I've been working with Filip (key: 380293B16CA8C7A0695B8B286808239B9C72E61B) for a few months,
sponsoring most/all? of his uploads.
He created brand new packages: python-aptly, vdirsyncer and khal, as well as salt-formula-*.
He's taking care of his packages very well. I think he's ready to get limited DM upload rights.
