Details from erpel:

I have been contributing to Debian since 1999 or there about, and have
maintained dvdauthor [1] and ogmtools [2] since then. I've opened an ITP
for packaging EIB software, but that got stuck because of a discussion
  in a dependent library (eibd/linkx).
I have introduced Debian as an OS for controllers in several companies
(from 2008 on), put in place the build infrastructure (mini-buildd,
aptly/reprepro) and packaged most of the software to get the OS going
[3][4]. Part of that is giving training and documenting packaging [5].
More recently, I am maintaining backports for GStreamer that would be
better in bpo than in my own repositories [6][7][8] (OBS not that trivial
  to work with).
It would also allow me to upload software that we package to Debian
instead of leaving it on salsa or OBS. Getting feedback is crucial for
learning and improving the software (e.g. [9][10]).
Over the years, I've worked with different sponsors (Christian Marillat,
  Luigi Gangitano and Konstantinos Margaritis).
I have never applied, but one of my long term friends, Konstantinos,
reminded me again that I should apply.
