I support Francesco Ballarin <francesco.ballarin@unicatt.it>'s request
to become a Debian Maintainer.

I know Francesco Ballarin from the FEniCS project (a library for
automated finite element computations). I've known him casually at a
member of that community for several years, and in direct
communication for more than a year. We organised the FEniCS2023
conference together in June 2023 in Italy.  So I've gotten to know him
well in person. I caught up with him in person when I visited Milan in
December, that's when we got the idea that he should consider joining
Debian as a debian developer. I have already signed his gpg key.

Francesco is a mathematician by profession, and highly competent with
his own upstream projects, https://fem-on-colab.github.io/,
https://multiphenics.github.io/ I was thinking to start preparing to
package multiphenics for debian, but realised he is perfectly capable
of doing it himself. In preparation for this application application
he has already solved a number of longstanding issues in some of our
packages (dolfin), helped update others to latest upstream releases
(petsc, gmsh, pygmsh), and has also prepared a number of new packages
which are now uploaded by sponsors. I have opened a number of new
projects on salsa for packages of interest to us both, which he has
been able to independently load with upstream source and a new debian
dir read for upload to the NEW queue (adios4dolfinx, python-scooter,
pyvista, also ngspetsc). Finally, Francesco has also started packaging
his own upstream source for debian (pusimp, multiphenicsx).

I have personally worked with Francesco Ballarin
<francesco.ballarin@unicatt.it> (key
1B5D04B1E507BBF03669E2B801F35FC33E73AF8C) for 1.5 years, and I know
Francesco Ballarin can be trusted to have upload rights for his own
packages, right now.

In short, Francesco is a strongly capable coder and a thoroughly
decent human being. It will be great to have him on team.

I have reviewed and uploaded several versions of gmsh package, prepared by Francesco
in the last several weeks and I consider him as having sufficient technical competence.
