Application Manager report

After reviewing Ilias Tsitsimpis' (i.tsitsimpis@gmail.com, 0x0098F6131EB86413)
responses to my questions and having, in general, a nice long chat, and
after reviewing the status of the packages currently maintained by him as
well as part of his interactions in bug reports, I am convinced that he
should become a Debian Developer (uploading) immediately.

Our process was started in late December 2016 and most of the delays were
caused by my lack of time; he replied timely, without rushing, but with
good responsiveness. Again, the five elapsed months are mostly on me.
