The most important requirement for changing status in Debian is to make sure that a person actually intends to do so.

For nm.debian.org, at 2024-04-24:
I would like to apply to change my status in Debian to Debian Developer, uploading.
I have submitted and triaged bugs, joined in on discussions on IRC and mailing lists since 2009 (#510452, #547708 with didi.debian@cknow.org).
I have submitted issues and MRs on salsa for about 2.5 years on various projects like kernel, firmware, Raspberry Pi, FreedomBox, Xen, mumble and various drive-by patches/MRs on a number of other projects.
While I'll likely always prefer contributing via MRs or patches so they'll be peer reviewed, I've now also come across several instances where that is not feasable due to inactive or absent maintainers. As a DD I'd like to improve the state of such packages by bringing them up to date, either as QA work or by adopting them.
And I've also encountered a situation where adopting a package (debtags) required access to Debian infrastructure, for which one must be a Debian Developer.
