Application Manager report

After looking at Frans Spiesschaert <Frans.Spiesschaert@yucom.be>'s contributions and after exchanging some emails to
get to know them a bit better, I agree with the advocate(s) that Frans Spiesschaert <Frans.Spiesschaert@yucom.be> can
and should indeed be a Debian Developer, non-uploading right now.


Most of Frans's contributions have been working on translations. In order to consider his readiness, I confirmed that Frans:

* Understands our philosophy and procedures well enough to be involved in Debian governance and to explain Debian to others.

* Understands the BTS and some packaging issues enough  to interact with the BTS and to help others in the project.

* Understands our translation and documentation efforts well enough to mentor others and to talk about how these efforts could improve.

I largely trusted the advocates to evaluate the quality of Frans's existing translations
