I support Shengqi Chen <harry-chen@outlook.com>'s request to become a Debian Maintainer.
I have worked with Shengqi Chen on zfs-linux and diff-pdf-wx packages for about 6 months
and I consider them as having sufficient technical competence.

I have personally worked with Shengqi Chen <harry-chen@outlook.com>
(key F8583EFAA9A91F3AA34B3C92CE11A7B07B3AB946) for more than 5 years, he is an active
participant of TUNA[1], the student group at Tsinghua University who run one of the
largest open source mirrors[2] in China. I consider Shengqi Chen can be trusted to have
upload rights for their own packages, right now.
