I sincerely appreciate his support, My interaction was only i18n activity at
this moment.
I don't know his record on LICENSE REVIEW capability... especially around web
app and commercial software with FREE-BEER but no-LIBRE LICENSEs.
Until I get updated on these concerns, let me withdraw this advocate.

I support xiao sheng wen <atzlinux@sina.com>'s request to become a Debian
Developer, uploading. I have worked with xiao sheng wen on Debian Reference
Translation (mostly zh-CN + all weblate cordination) for 19 commits since 2021
and I consider them as having sufficient technical competence.
His knowledge on use of weblate was very useful for improving translations.
I have personally worked with xiao sheng wen <atzlinux@sina.com> (key
740D7FE2AB3143E86C8FD12300186602339240CB) for 19 commits, and I know xiao sheng
wen can be trusted to be a full member of Debian, and have unsupervised,
unrestricted upload rights, right now.

I support xiao sheng wen <atzlinux@sina.com>'s request to become a Debian Developer (with upload
rights). I have worked with xiao sheng wen on tnftp, opengnb, stardict, apngasm, apngdis, apngopt,
apvlv, grub-customizer, gtkhash, mah-jong, pngnq, unicon, zhcon, and apng2gif for 2.5 years and I
consider him as having sufficient technical competence.
His first contribution to Debian was getting tnftp in shape and having it as the default ftp client
which benefits a lot of people. I have sponsored new packages for xiao and remember him as one of
my quickest-to-respond sponsees. While at the start of my sponsorship I had regular remarks about
licenses missing or being misrepresented, this has changed now and I see him taking care of
copyright files very conscientiously.
I have personally worked with xiao sheng wen <atzlinux@sina.com>
