I support Philippe SWARTVAGHER <phil.swart@gmx.fr>'s request to become a Debian Maintainer.

I have been personally working with Philippe at the University of Bordeaux for 5 years on some research projects, and have noticed his technical skills, his will to achieve things properly, and good relations with various colleagues.

Some time ago he started contributing to Debian through sponsored uploads. I have appreciated the care he had in the proposed uploads. We sometimes discuss at the lab about some Debian details, the discussions show how deep his technical and social understanding is, and he raises interesting questions. He has been doing a good job taking maintenance of the dia package notably, and helped me with the vite package.

I thus fully trust Philippe SWARTVAGHER <phil.swart@gmx.fr> (key 942A2C17454799B562E341276EC3C10693C090C3) to get upload rights for his own packages, right now.
