I would like to advocate for the application of Cordell Bloor as a
Debian Developper with upload rights.

Cory is working on the integration of the AMD ROCm software stack since
late 2021, first as an advisor, then as a contributor, and then as a
Debian Maintainer since 2023.  The software stack is made of a
multiplicity of packages that are as many components, ranging from
simple utilities, to libraries, to compiler targeting GPU platforms.

I could witness Cory work with rigor on the packaging of the multiple
components of the stack, being of great help with the intricacies of
upstream code, and having provided a helping hand to maintainers of the
reverse dependencies that begun to make use of the newly integrated
capabilities to make use of AMD GPUs via ROCm in Debian.

I have personally worked with Cordell Bloor <cgmb@slerp.xyz> (with key
0CE0 6FE3 92AA 48F8 D22E  4471 F9EF 8EE0 C021 630F) for several years.
I know Cordell Bloor can be trusted to have full, unsupervised,
unrestricted upload to the archive right now.

I support Cordell Bloor <cgmb@slerp.xyz>'s request to become a Debian Developer, uploading.

Cordell has been one of the main ROCm strike forces for a very long time. Granting the
full access will definitely make further development work smoother. We know each other
in person.

While most of Cordell's packages are not sponsored by me, I have at least witnessed the
development process in the team (Cordell's activity can also be found in the public mailing
list archive of debian-ai@lists.debian.org).

I have personally worked with Cordell Bloor <cgmb@slerp.xyz>
(key 0CE06FE392AA48F8D22E4471F9EF8EE0C021630F) for at least one year, and I know Cordell Bloor
can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.

Within the Debian ROCm Team, I have worked with Cory on the ROCm stack for two
years, during which I have sponsored many of Cory's uploads. It has long been
evident that Cory is sufficiently technically competent to work on his own;
Consequently, I have already granted Cory DM upload rights to more than a dozen
packages. I have since then monitored his solo work, and it continued to be
impeccable.

Cory and I also served as mentors in GSoC2024, during which we also had the
chance to meet personally.

I have personally worked with Cordell Bloor <cgmb@slerp.xyz>

Cordell Bloor can be trusted to be a full member of Debian, and have
