I have personally worked with NoisyCoil, with the following email address and

in the Debian Rust team, for about one year. In this time, they have become one
of the more active members in the team.

They have demonstrated sufficient technical competence in Rust related packaging
work, striving to improve the quality of packages, tooling, and documentation.
Especially, they care a lot about documentation, which the team historically
lacked in, and is a welcome change.

They are also involved in the Bananas team, which ports Asahi Linux components
to Debian, an interesting project introducing Linux onto Apple Silicon. I'm not
familiar with it yet, but related communications seem legitimate based on
reactions from other renowned parties involved.

They are warm-hearted, friendly, and helpful to fellow Debian maintainers and
newcomers alike.

- From the above, I consider them trustworthy to be a full member of Debian, and
have full, unsupervised, unrestricted upload rights, right now.

in the Debian Rust team for about nine months. They have become an active and helpful team member.
Since they first started contributing, their work was always excellent and of high quality.
They helped with mutiple huge package transitions, such as bindgen, zbus and env-logger.
Furthermore, they improved the overall documentation of the Rust teams' packaging workflow.
The packages I sponsored for them had also no issues and were pleasant to review.
I consider them as having more than sufficient technical competence, given their detailed and
top-notch work.

I have personally worked with NoisyCoil <noisycoil@tutanota.com>
(key 50CFC9D5E5BDE1CBCA57FD7B6DF008E70F28CBF7) for nine months, and I know NoisyCoil
