I support Kirill Rekhov <krekhov.dev@gmail.com>'s request to become a Debian Maintainer.
I have worked with Kirill Rekhov on various packages since February,
and I consider them as having sufficient technical competence.
.
I first worked with them on vim-vimwiki, a small vim plugin to take notes in a personal wiki.
They quickly picked up current best packaging practice, such as GBP.
Since then I reviewed and sponsored uploads of vim-vimtex, vim-easy-align and vifm.
All packages except the latter are team-maintained within the vim team.
Their packaging work has been very good and diligent, especially in the case of vifm, 
where they adopted an existing package and updated it to the current best packaging standard.

I have personally worked with Kirill Rekhov <krekhov.dev@gmail.com>

and I know Kirill Rekhov can be trusted to have upload rights for their own packages, right now.
