I support Andrew Bower <andrew@bower.uk>'s request to become a Debian Maintainer.
I have worked with them for more than six months and I consider them as having 
sufficient technical competence.
.
I sposored their initial and subsequent upload of xchpst, a tool to harden runit init scripts 
with e.g. linux namespaces. Furthermore, I sponsored their adoption of the sysv-rc-conf 
package which they took over both in Debian and upstream. Throughout my interaction with them they
showed great technical skills both with Debian, Linux in general and alternative init systems.
They were pleasant to interact with and fixed any minor issue in their packaging quickly.

I have personally worked with Andrew Bower <andrew@bower.uk>

can be trusted to have upload rights for their own packages, right now.
