Declaration of intent

The most important requirement for changing status in Debian is to make sure that a person actually intends to do so.

I would like to update my status in Debian from `Debian Maintainer`
to `Debian Developer, uploading`.

I have been contributing to Debian since 1999, and I have maintained
several packages, including `dvdauthor` [1] and `ogmtools` [2], for
many years.

I have also introduced Debian as an operating system for controllers
in several companies since 2008, establishing the build infrastructure
(mini-buildd, aptly/reprepro) and packaging most of the necessary software
[3][4]. This involves providing training and documentation on packaging
[5].

Since being a Debian Maintainer, I have packaged `gdbuspp` [6] and
`openvpn3-client` [7], with several ITPs still open.

A large part of the systems I have been developing and maintaining are
using `GStreamer`. For these systems, I've been backporting the latest
stable `GStreamer` releases to the last Debian stable release. I guess
I've been doing that for 10-15 years [8][9].

Because of this experience, I have rolled into the GStreamer Maintainers
in Debian and I have been the main Debian package uploader for these
packages for about 18 months now [10].

With the release of trixie, it would make sense to contribute backport
work to `trixie-backports`.

Having upload rights would also avoid to be dependent on a single
developer in the GStreamer Team to grant upload rights, a situation that
resulted in us missing the trixie freeze for `gst-plugins-bad1.0-contrib`
due to key expiration from one of the usual uploaders [11].

As a contribution to the Debian quality checks I was able to contribute
a test for lintian [12].
