I support kpcyrd <git@rxv.cc>'s request to become a Debian Developer, uploading.

I have worked with kpcyrd roughly since early 2017, mostly on Reproducible Builds
stuff for Debian and Archlinux, but also on Alpine and upstream, and lately more
and more rust things. I've also known him since then in the offline world and
am happy that he finally wants to become a full Debian member!

I consider them as having sufficient technical competence.

I have personally worked with kpcyrd <git@rxv.cc>
(key 64B13F7117D6E07D661BBCE0FE763A64F5E54FD6) for 8 years, and I know kpcyrd
can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.

their work on upstream projects used by the Debian Rust team and Debian in
general, such as cargo-debstatus and reproducerd, and their packaging for
Debian.

I have worked with kpcyrd in the Debian Rust team.
Since July 2024 I sponsored uploads for them. While working with them they
demonstrated they have technical competence, and what's as important,
good team communication skills.

Furthermore, they contributed a lot to the reproducible builds effort, 
both in the project and elsewhere.

I have personally worked with kpcyrd <git@rxv.cc>
