I support kpcyrd <git@rxv.cc>'s request to become a Debian Developer, uploading.
I have worked with kpcyrd in the Debian Rust team for more than two years and I
consider them as having sufficient technical competence.

I also know kpcyrd from discussions in the Reproducible Builds community, and
their work on upstream projects used by the Debian Rust team and Debian in
general, such as cargo-debstatus and rebuilderd[0], and their packaging for
Debian.
