The natural step for newcomers and people interested in maintaining packages in debian is to apply for Debian Maintainer: https://wiki.debian.org/DebianMaintainer. However, for that, you first need a background of packaging contributions in Debian, and I cannot find any from you. Just the ITP #1121986.
