I have worked with Carl Keinath on a bunch of packages in the Python team and several C++ libs since early 2025 and I consider them as having sufficient technical competence. Over time, I have granted DM permissions for most of these packages and noticed Carl keeping them in excellent shape.

While we never met in person, interaction on the Team's IRC channel, the BTS, and via private email has consistently been pleasant and respectful towards both me and other contributors.

I have personally worked with Carl Keinath <carl.keinath@gmail.com> (key 258E9BF2AB5576F2C5C0949A2C376EADE7855D90) for [T time], and I know Carl Keinath can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.
