Application Manager report

After reviewing Jonathan Carter's contributions to the project (both on
the packaging front and his involvement with DebConf), asking him the
various NM process questions and generally getting a good feeling he
knows what he's doing and knows where to look/ask when he doesn't I have
no hesitation in agreeing with the advocates and recommending that
Jonathan Cristopher Carter <jcarter@linux.com> can and should become a
Debian Developer (uploading) immediately.
