I have personally worked with Jerome Charaoui <jerome@riseup.net> (key
0B5A33B8A26D60109C509C6C83E33BD7D4DD4CA1) for over 2 years now, mainly in
DebConf17 related tasks, and I know Jerome Charaoui can be trusted to be a full
member of Debian, and have unsupervised, unrestricted upload rights, right now.
Jerome has a technical background and he is already a Debian Maintainer (DM)
since 2014. I believe he has all the required technical skills to become an
uploader DD. Also, as a local core member of DebConf17, Jerome has shown an
extreme understanding about the Debian community, a great maturity and
sensibility to deal with social issues in a very positive way.
I'm sure that Jerome will be a valuable member in both technical and social
demands that we have in the Debian project.

I have worked with Jerome towards the organization for DebConf17; our collaboration began
well before DC16, and he has proven to be an accessible, responsible, mature and devoted
Debian enthusiast. His work has been instrumental to hosting DebConf in Montreal,
particularly at his workplace. That, by itself, makes me recommend him for becoming a
full member of the Debian project.
I have to say that I have *not* done any technical, packaging-oriented work with Jerome,
but the fact that he is committed enough to the project and that I'm recommending him
to be a DD for his non-technical contributions, together with the awareness that he is a
Debian Maintainer already, makes me be sure and recommend him to become a full DD *with*
upload rights.

I support Jerome Charaoui <jerome@riseup.net>'s request to become Debian Developer, uploading.
I have worked with Jerome Charaoui on various social and technical challenges for over a decade. He is a reasonable and well-posed person that should be an example for all members of the Debian community. I have, in particular, witnessed excellency in his professional work at Collège Maisonneuve, where Debconf 17 was, incidentally, held. At Maisonneuve, Jérome handles almost single-handedly the crazy infrastructure required for a 1000+ student institution with tools ranging from multi-site Drupal, Wordpress and Moodle instances to high-availability Linux clusters, something that may have been overseen by Debconf attendees because we mostly needed netadmin work from Maisonneuve, which were mostly provided by his colleague Martin.
He taught me things I didn't even know I should know about RT and DRBD, and I feel I am always playing catchup with him as a sysadmin. I have also worked with him directly with the Shared Puppet Modules project, where he showed good skills with the Puppet DSL (domain-specific language).
I'm sure that granting Jérôme unrestricted uploading rights will be a benefit to our community. It will also encourage him to get involved in other areas of Debian: in particular, he would be a great help in maintaining the Debian infrastructure (e.g. DSA and others) in various levels, even if he would hate me for suggesting that extra burden of work. ;)
The fact that his technical abilities were questioned during this process simply show that Debian has yet to discover how competent Jérôme really is. More than any technical skills, I know that Jérôme is a careful and respectful worker who will ask questions before making mistakes, and will own up to those if he does, which is, after all, what we expect from us imperfect humans.
