Application Manager report

Jerome Charaoui <jerome@riseup.net>'s contributions and discussing
various aspects of Debian via emails with him. I agree with the advocate
that Jerome Charaoui <jerome@riseup.net> can and should indeed be a
Debian Developer, uploading right now.
