Application Manager report

For Jochen Sprickerhof <debian@jochen.sprickerhof.de> to become DD, upl., an Application Manager has a look at all the information collected on this site, has a look to past contributions, asks a few questions if needed, and tries to build some trust that Jochen Sprickerhof should indeed be Debian Developer, uploading.

The applicant will be notified once an Application Manager is assigned, and the AM will contact them.

Jochen Sprickerhof is maintaining an impressive amount of packages from the ROS
(Robot OS) software collection. The packages are in good shape, and Jochen
fixed literally instantly the minor nitpicks I had, e.g. making most of the
packages build reproducibly by tweaking a build recipe in one of the core
packages.

I agree with the advocates that Jochen should become a Debian Developer,
uploading. I wish him best luck for his Debian career. :)
