I support Emmanuel Kasper Kasprzyk <emmanuel@libera.cc>'s request to become
Debian Developer, non-uploading. I have worked with Emmanuel Kasper Kasprzyk on
maintaining the Debian vagrant images over the last year.

Emmanuel has a good understanding of the Debian principles, is diligent with
the responsibility of providing these images to users at large, and responds
effectively to feedback. It is a pleasure to work with him, and I think he can
be trusted to be a full member of Debian, right now.
