I support Jonathan Carter <jcarter@linux.com>'s request to become
Debian Maintainer.

I have personally worked with Jonathan Carter on DebConf, and some packages in 
Debian: speedtest-cli, flask-restful, python-aniso8601.
And in Ubuntu, back in the day. This covers several years.

I know Jonathan Carter can be trusted to have upload rights for his own
packages, right now. (Which means he should really get around to being a DD.)

I fully support Jonathan's application to become a Debian Maintainer. I have
personally sponsored uploads of speedtest-cli for him, and I have confidence
he can be trusted to have upload rights for his own packages, right now.

I'm hoping this is just a first step towards Jonathan becoming a full-DD.
He would be an asset to the project.
