The most important requirement for changing status in Debian is to make sure that a person actually intends to do so.

I would like to apply to change my status in Debian to Debian Developer, uploading.
I have worked on a bunch of packages and i feel confident i have the skills
needed to become a Debian Developer.

My involvement to the project dates back to 2013, but i started packaging only
on March 2016. I helped also organize some Debian events and i'm an active
participant of the Brazilian Debian communities, helping another users.
I did attend Debconf 17 and it was the best thing i ever did, i met a lot of
nice people (some of them said i should apply for DD at that time), helped the 
video team and also early presented Curitiba bid to 2019's DebConf.

My main motivations to become a DD are (in order of desire): to be recognized
as a member of the project, to have the right to vote on decisions that will
shape the future of Debian, and to give me more flexibility uploading packages
direclty (although i already have DM rights on a considerable ammount of
packages).

During my experience packaging i did lots of different kinds of work;
QA uploads, NMU uploads, Team Uploads, oldstable-proposed-updates upload,
NEW packages and even the "get that package from the dump and get it back
on shape" upload.

At the same time i'm confident i have the skills needed to become a DD, 
i know i don't know-it-all and i will never hesitate to ask for help when
trying to understand something (that shouldn't be a problem to anyone anyway).
