Application Manager report

For Boyuan Yang <073plan@gmail.com> to become DD, upl., an Application Manager has a look at all the information collected on this site, has a look to past contributions, asks a few questions if needed, and tries to build some trust that Boyuan Yang should indeed be Debian Developer, uploading.

After looking at Boyuan Yang <073plan@gmail.com>'s contributions and
after exchanging several highly qualified emails to get to know them a
bit better, I agree with the advocate(s) that Boyuan Yang
<073plan@gmail.com> can and should indeed be a Debian Developer,
uploading right now.

I must add that from my point of view, Boyuan did very very well during
his NM process. He knows exactly what he is doing technically, socially
and communication-wise. A very outstanding NM candidate.

Furthermore, we could finally find a spot of possible growth (working a
little cleaner with Git and debian/changelog). I was very delighted to
see that Boyuan could easily adapt to new workflows and consider
different working strategies.
