I support Jakob Haufe <sur5r@sur5r.net>'s request to become Debian Developer, uploading.
I've worked with Jakob sponsoring his minutube's packages for a while a few years ago. He's cool, practical and great to work with.
No doubt his contributions would be awesome to the project as fully DD (since this is just formalization to what he has shown, enough skills already to do so).

I have personally worked with Jakob Haufe <sur5r@sur5r.net> <7BF5 F6AC 3643 1F5D 40DC 137A 4CF2 B218 F54D AE3D> for a sufficiently long time and I know Jakob Haufe can be trusted to have full, unsupervised, unrestricted upload to the archive right now.
Jakob has been a passionate Debian user for far longer than I have; in fact, he brought me to Debian. It was his detailed technical knowledge and belief into the Debian community that motivated me to get more involved in Debian in the first place. At some point, we switched roles: whereas I previously would ask him any Debian-related questions I had, nowadays he comes to me in order to get his packaging work sponsored.
Jakob took over maintainership of glabels when it was severely neglected, rescuing a tool in Debian which he deemed useful — and about a thousand reported installations in popcon agree. He also started the minitube packaging from scratch; again a package with about a thousand popcon installations.
I’ve given Jakob the DMUA bit on his packages and that has worked out perfectly fine. I’m thoroughly convinced that he has the technical skill and dedication for becoming an uploading DD.
