I have personally worked with William Blough <devel@blough.us> (key
5CDD0C9CF446BC1B250987911762E0227034CF84) since 2015, sponsoring many of his
uploads (e.g soci, xerces-c, passwordsafe ) and also met William at DebConf17
and I know William Blough can be trusted to be a full member of Debian, and
have unsupervised, unrestricted upload rights, right now.
