Dylan Aïssi is active in the Debian Med team since a long time and
worked independently on the packaging with a high technical level. I do
not remember that I needed to reject some sponsoring request. He is
also very active in the recently created R pkg team and did packaging as
well as infrastructure work inside this team. It would be really good
if he could become a DD to enable him full permissions on uploads.
I also confirm that he understood the Social Contract and he is fully
sharing the common ideas of the Debian community. While we never met
in person we had some kind private mail exchanges and I have no doubt
that he is an enrichment for the Debian commity in a technical as well
as a social sense.
So I fully advocate Dylan to become a DD

Dylan is one of those encounters on the mailing list of Debian Med that you expect to be a DD already. Because of our team package management I came across a few of his packages and found them all to be in good shape. His emails were always constructive and he seems to be adopting new ideas quickly. He is also open to new developments and to invest efforts into them to see how they go, like the references to registries to scientific software, which I liked to see.
So, I can only support what Andreas already stated, and suggest you give him a chance.
