Declaration of intent
The most important requirement for changing status in Debian is to make sure that a person actually intends to do so.

For nm.debian.org, at 2016-07-08:
I would like to apply to change my status in Debian to Debian Developer,
uploading. I have been a Debian user since the 90's, doing .deb packaging since
the 00's, and a DM on the parrot package and part of DebConf organization
since 2012. I'm also an Ubuntu Developer and was technical architect of Ubuntu.
Don't hold it against me. ;) I only mention it as secondary indicator that I
understand the work and tech involved in being a DD.
Several conversations this week have brought me to an understanding of voting
rights as a responsibility that I should be willing to accept, as an active
member of the Debian community, if I genuinely care about the community. My
work in Debian has been weighted toward DebConf organization for several years
now, but I plan to shift that back toward packaging after DebConf16.
