Application Manager report

After looking at Stephen Gelman <ssgelm@gmail.com>'s contributions and after exchanging some emails to
get to know them a bit better, I agree with the advocate(s) that Stephen Gelman <ssgelm@gmail.com> can
and should indeed be a Debian Developer, uploading right now.

I checked with him a wide variety of knowledge regarding the Debian project,
both technical and non-technical, and Stephen demonstrated to have such
knowledge and the ability to search in case there are some missing bits.
