I support Joseph Herlant <herlantj@gmail.com>'s request to become Debian
Developer, uploading.

I got to know Joseph Herlant when he contributed to distro-tracker (aka
software for tracker.debian.org) back in 2014 and ever since I have
been sponsoring on-and-off a few packages for him.

While I occasionnally find small details to improve, I'm confident that
it would be better for all of us if he would be a Debian Developer.
He initially planned to apply for DM but given the long period where
he has been contributing to Debian (minechangelogs finds contributions
back to 2013), I believe that adding this intermediary step is not required.

Joseph has always been very responsive to my comments and remarks and
he is pleasant to work with.

I have personally worked with Joseph Herlant <herlantj@gmail.com> (key
E823DA111E22D7857E1D865863F7800A23D7B252) for 4 years, and I know Joseph
Herlant can be trusted to be a full member of Debian, and have
unsupervised, unrestricted upload rights, right now.
