I've been working on the OpenStack packages together with Michal Arbet,
and it was a pleasure. His attention to details and his current skillset
would make him a very good DM. It would also be much more easy for the
OpenStack team if he could upload directly without asking someone else,
especially during a new OpenStack release, when the team needs to do
about 300+ upload.

When he becomes a DM, I will hapilly grant him some ACLs for the
packages he works on (like octavia, vitrage, etc.), and probably many
more in 6 months for the next release.
