I support Keng-Yu Lin <kengyu@lexical.tw>'s request to become Debian
Developer, uploading.
I have uploaded Keng-Yu Lin's package many times. For example, urfkill,
ibus-array. And he maintains 5 packages now with many uploads by himself as
a DM. He definitely has good ability on Debian packaging. I also know that
he has many commits to Linux kernel and is a bug fixer.

I also have personally worked with Keng-Yu Lin <kengyu@lexical.tw>
(key 770B5CDBFB4B868B61434845C617869F1478504E) within the same company
for many years and I know Keng-Yu Lin can be trusted to be a full member of
Debian, and have unsupervised, unrestricted upload rights, right now.
