I know Jean-Philippe since more than a decade, and have worked with him on various accessibility questions around Debian for a lot of years now. As he mentioned, he is not a technical person, but has very good technical insights, and understands Debian questions very well. To summarize, I trust him a lot to be a non-uploading Debian Developer.

I have been meeting Jean-Philippe MENGUAL once a year or more, these
ten last years and even longer, about advocacy for free software and
communications targetting blind people and sighted people willing to
provide accessible documents and applications.

Our organization needs people with such a charisma.

I know Jean-Philippe MENGUAL can be trusted to be a full member of
Debian, right now.

I have personally worked with Jean-Philippe MENGUAL <jpmengual@hypra.fr>
(key BE167620044D6142A8C68E9D648047B2D723891C) for 1 year, for a desktop
project for people with visual disabilities (on Ubuntu desktop). The
result was very good and built only with open-source projects by Jean-Philippe
and his team.

I know Jean-Philippe MENGUAL can be trusted to be a full member of Debian,
right now.
