Application Manager report

For Marcos Fouces <marcos@debian.org> to become DD, upl., an Application Manager has a look at all the information collected on this site, has a look to past contributions, asks a few questions if needed, and tries to build some trust that Marcos Fouces should indeed be Debian Developer, uploading.

Marcos Fouces <marcos.fouces@gmail.com>[1] and me walked together through
his New Member process. We exchanged the usual amount of mails and did
both P&P and T&S. Marcos showed a decent understanding of the Debian
ecosystem and believe in the F/LOSS idea and I'm confident that he
has the required technical skills to become a full member of Debian. He
already maintains a few Debian packages and his contributions go back
till 2016.

It's my opinion as his AM, that Marcos Fouces <marcos.fouces@gmail.com>
can and should indeed be a Debian Developer, uploading right now.
