The most important requirement for changing status in Debian is to make sure that a person actually intends to.

nm.debian.org - 2019-07-28 Hi, I would hereby like to declare my intention to change my status from Debian Maintainer to Debian developer (uploading). I am involved in Debian packaging since 2008. I've declared my intent to become Debian maintainer in April of the following year and was approved in May . Since then, I've adopted some packages, introduced new ones and joined packaging teams. I was (with help from others) also successful in integrating an Debian kernel module package in the official Linux kernel and thus in the standard Debian kernel. While the status of Debian Maintainer was enough for most of the tasks, I hit the limits of the privileges from time to time and had to search for sponsors. The people I found during the time were nice and forthcoming. But I got told a couple of times to consider switching my status to Debian Developer (uploading). I would like to do this now. My plan is to continue maintaining packages and I intent also to become more involved in the communitywlan-team in the near future.
