I support Joan Lledó <jlledom@member.fsf.org>'s request to become Debian Maintainer.
I have worked with Joan Lledó <jlledom@member.fsf.org> (key 8ADC0DB9D4DB344D91F7888CA199D76BCA4691E3) on porting the LwIP stack to the Hurd during his GSoC 2017. His work has been integrated and is considered to be used as default TCP/IP stack for the hurd-i386 port. He has been working on the debian packaging, keeps it up to date, and cares about pushing to upstream what he contributes. I believe he can be trusted to have upload rights for his own packages.
