Application Manager report

For Utkarsh Gupta <guptautkarsh2102@gmail.com> to become DD, upl., an Application Manager has a look at all the information collected on this site, has a look to past contributions, asks a few questions if needed, and tries to build some trust that Utkarsh Gupta should indeed be Debian Developer, uploading.

Hi,

After going through the begining of the procedure, and seeing the way Utkarsh
is answering, plus knowing all what he's done in Debian, the quality of
packages, plus his interactions with everyone (both in real life, for example
at Debconf, and through electronic communication), I'm convinced that I
should stop wasting Utkarsh time and I should let him become a DD ASAP,
without going through the rest of the question / answer. I am already
convinced that he'll reply well to everything I would ask anyway. I also
could see some of his packaging, and he did a review or a package from
mentors.d.o which I believe is good enough (I wouldn't have done it better).

Utkarsh is already a great contributor to Debian. Let's make him DD soon.
