For nm.debian.org, at 2019-10-14:
I support Nico Schlömer <nico.schloemer@gmail.com>'s request to become Debian Developer, uploading.
I have worked with Nico Schlömer packaging his python packages meshio, pygalmesh, dmesh (the latter currently in ITP waiting on pypathlib).
Nico has extensive experience preparing and publishing software working with 2D and 3D meshes used in scientific computation. His software is well regarded in the scientific computation community. FEniCS authors, for instance, today consider their own meshing software mshr to be deprecated, and they have been promoting Nico's meshio instead.
Nico has also demonstrated interest and aptitude managing VTK, a fiendishly punishing piece of software that most of us have thrown up our hands over.
I have personally worked with Nico Schlömer <nico.schloemer@gmail.com> (key B0212779B9AE294D1EF7E676914F833437204C75) for 3.5 years, since May 2016 working with him to update SuperLU in Debian, and I know Nico Schlömer can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now. He has shown attention to details and promptly fixes bugs in his own software, and I am certain he will show the same diligence in Debian packaging.
