Helge Deller has been active in Debian for many years. He has been especially active in the HPPA porting area, which allows him to touch many areas of Debian and interact with various package maintainers. He is also maintaining the HPPA build daemons, and as such already has upload rights to the debian-ports archive and access to buildd.debian.org to manage the build queues. All of that give him a good knowledge of the Debian procedures. I have met Helge in person at DebConf 2015 in Heidelberg, where I have signed is GPG key F4CFF4C00BE43CFB5153A06887C9C151B51E3864. I met him more recently during ELCE 2019 in Lyon. For nm.debian.org, at 2019-11-11: I support Helge Deller <firstname.lastname@example.org>'s request to become Debian Developer, uploading. I have worked with Helge Deller on Debian Ports for various architectures since at least 2014 and I think that Helge is a very skilled and enthusiastic open source developer that has already made considerable contributions to Debian and very important upstream projects like the Linux kernel and QEMU. I think Helge's DD status would be a very valuable addition to the Debian project as it will enable him to work more efficiently on the projects he has been working on as well as extending his work to support other developers when it comes to low-level software development in Debian. He could, for example, become a member of the kernel team as he is also responsible for one of the kernel subsystems, namely the PA-RISC port. Having another experienced kernel developer in the Debian kernel team would surely be a big advantage. I have met Helge in person at DebConf 2015 in Heidelberg as well as on another occasion when I was in the area of Walldorf, Germany.
