I have personally:
  - reviewed and uploaded packages prepared by Andriy (lxterminal, lxmusic,
    lxde-metapackages, lxpanel, menu-cache, lxappearance, lxde-common_and
    others) since 2014 and very satisfied with his work
   
  - advocated him to become a DM [1]

  - gave him permissions to upload many packages after he became a DM

I know Andriy Grytsenko can be trusted to be a full member of Debian, and
have unsupervised, unrestricted upload rights, right now.
