Debian Developer, uploading.

I have worked with James Valleroy who introduced various new PHP
libraries in Debian during the last year, and I’m confident he’ll do a
better job not waiting for me to sponsor the remaining new packages he
intend to upload. James is nice to work with and would be a valuable
Debian member.

I have personally worked with James Valleroy <jvalleroy@mailbox.org>
(key 7D6ADB750F91085589484BE677C0C75E7B650808) for about a year, and I
know James Valleroy can be trusted to be a full member of Debian, and
have unsupervised, unrestricted upload rights, right now.
